eHealth has been on the European Commission Information Society's policy agenda for more than a decade and today it is the focus of one of the two first pilot projects under the EU2020 Strategy.

It is defined as "the application of information and communications technologies across the whole range of functions that affect the health sector products, systems and services that go beyond simply Internet-based applications" (European Commission 2004).

However, there are still many European hospitals not yet sufficiently equipped in terms of bandwidth connectivity and only 16% have a fast connection above 100 Mbps.

39% of hospitals have a single unified wireless network able to support most applications, while 32% have no wireless communications at all.

63% of the hospitals devote less than 3% of their budget to IT.
